No. There is no target count, and repeating a phrase many times does not make a page better. Google's spam policies describe filling a page with keywords or numbers as keyword stuffing, which makes results look spammy. Write naturally for readers, cover the topic completely, and use related words and the main phrase where they fit, for example in the title, a clear heading and the opening paragraph. Judge a page by whether it answers the question.
